Two-packs and Three-packs count as one item since they have a price break in them already. For example, if you order a bag of Teenies, a Chunk Brownie, and a Two-pack of milk crunch bars that would get a 4 for 3 Special and Donna would add something nice for you. However, an order of Cupcake Nibbles and a Three-pack of Teenies would not meet the Special. Some customers will purposely order three single packs instead of one Three-pack in order to get the 4 for 3 Special instead of the price break of the multi-pack.
